[SCANNER] Increase the size of ARP cache table to support 64 adapters

To improve adapter firmware performance, the ARP cache size was reduced to five entries. However, this has an unintended side effect for scanner devices: when the number of adapters on the network exceeds the ARP cache capacity, the scanner may transmit I/O packets without a valid MAC address resolution, resulting in packets being sent to the zero MAC address. • Increase the ARP cache table size for the scanner firmwares to support up at least 64 adapter devices.
