[netX52] - Reduce number of supported TCP connections (Explicit Class3 and UCMM) from 8 to 7

      Description

      A new feature has been added to the release branch V3.8.0.x (PSEISV3-835) which exhausted the memory resources in netX52 systems.
      To tackle this situation, the only meaningful remaining option is to reduce the number of supported TCP connections, Class 3 connections and UCCM connections in the server from 8 to 7 in all netX52 systems.

      The change is in line with the planning of future minor versions, where the capabilities of  the netX52 will be reduced even further.
      The change should be transparent for clients to the most part.
