Firmware does not start if no SecMem and no FDL is available

            Description

            The firmware shall start properly also if no FDL and no SecMem is available.

            Currently, the communication channel 0 is not starting up properly. Only the system channel is available. COM0 and COM1 LEDs stay off.

            Issue has been observed with netX52 firmware on NXHX52-JTAG board (SecMem switched off and no FDL set in serial flash).
