netX90/4000: Watchdog error is reported towards GenAP a second time during channel init processing

In a watchdog timeout condition if a channel init is processed, GenAP clears the watchdog error in the DPM during processing of CHANNEL_INIT_REQ and then forwards the packet to the component.

The EIS GCI compoment then basically shuts down and boots the stack, where all erorrs are cleared during booting. Unfortunately, the watchdog error is indicated a second time during shutdown, shadowing the subsequent success status code reported during booting
