Protocol stack generates too small List Identity response delays

      Description

      The protocol stack generates response delays that are much below the maximum allowed delay value.

      If, for instance, the maximum response delay is 2000ms, then it is expected that for each List Identity service request the actual calculated delay is randomly spread within that range.

      Currently, the protocol stack would generate delay values that are all below 200ms.
