Consider removal of RCX_SET_DEVICE_INFO_REQ support

Basically, the command RCX_SET_DEVICE_INFO_REQ is redundant to the EIP_APS_SET_CONFIGURATION_PARAMETERS_REQ. Also, the same effect can be achieved by a sequence of SET_ATTRIBUTE_SINGLE requests in an extended config scenario.

For the sake of a narrow implementation and consistency in behavior, please consider to remove that functionality with the next minor release of the stack.
