If first message of an explicit class3 connection is sent with sequence count == 0, the request in not properly answered

If first message of an explicit class3 connection is sent with sequence count == 0, the request is not properly answered.
It is handled as if the request was sent before by the client and is treated as request with a duplicated sequence count.
