CT15: Off-subnet multicast error condition is not checked (certification issue)

The stack fails in manual test procedure "Off_Link Routing Test Procedure and Results", item 2. Test expects failure in connection opening with Extended Status: NOT_CONFIGURED_FOR_OFF_SUBNET_MULTICAST (0x813).

The stack does not check whether or not the originator and the target are in the same subnet if multicast transport is requested in TO direction and TTL is not greater than 1. In this case the ForwardOpen is not rejected as required by this test.
