CT15: Message Router - Support parsing of member IDs and 32 Bit Logical Segments from Connection Paths (certification issue)

CipMRDecodeEPath() is quite a static implementation with a few drawbacks:

1) No support for member segments, which is especially required for CT15 conformance
2) No support for 32 Bit Logical segments, only 8 and 16 bits are supported.
