Prioritization of error conditions "Ownership Conflict" and "T->O Multicast Parameter mismatch"

If an Exclusive owner connection with T->O multicast transport is active with the Adapter and another EO connection attempt is made, which also requests T->O multicast transport with a different RPI, then the connection request is rejected with GSR 0x1 ESR 0x112 (RPI VALUE(S) NOT ACCEPTABLE). Instead, the error GSR 0x1 ESR 0x106 is expected (OWNERSHIP CONFLICT).

The order of evaluation of these error conditions should be swapped.
