[DLR] Transmitted SignOn frame reports an IP address although the address has not been applied by the device at that point in time (certification issue)

The device reports an IP address unequal 0.0.0.0 inside the SignOn frame although that IP address has not been applied at that point in time.
It should report an IP address of 0.0.0.0 instead.
