[DLR] Wrong source port value in Neighbor Check Response frame

The source port field within the Neighbor Check Response frame shall hold the port number (1, 2) from which the response frame is sent.
Instead of using value 1 or 2 to indicate the appropriate port number, the stack uses values 0 and 1.
