Stack crashes on Achilles resource test (CIP Connection Exhaustion)

When the Achilles test "CIP Connection Exhaustion" is executed, the stack crashes due to a resources handling error. Memory is freed twice under a certain condition that no TLR timer instances are available anymore when trying to initialize the encapsualtion inactivity timer for an incoming EtherNet/IP connection.
