Communication does not resume after network identity object reset when application controlled startup is configured

When the Stack is configured with application controlled startup and no application is registered and a reset service via the network is received, the stack does not go into cyclic communication ater performing the requested reset. The stack remains in BUS_OFF althought the application never set this state.
