Stack loses factory default settings after IP address conflict

      Description

      The issue shows up when conducting the manual ACD test (ODVA conformance test). After a type 1 reset (back to factory defaults) the ACD attribute 10 has value 0x01 (enabled), which is correct. Then an IP address conflict is generated using another device that has the same IP. After the conflict is indicated by the device's leds, it is power cycled. Now attribute 10 has value 0x00 (disabled), which is not expected.

      This is NOT a general issue. It shows up only when using the basic packet set for configuration (command 0x3608 or 0x3612) and additionally the host application does not perfrom a reset as described in the API manual (see packet EIP_OBJECT_RESET_IND).
