Startup time is delayed unnecessarily when SET_CONFIGURATION is used for configuration

            Description

            If the stack is configured by using the packet EIP_APS_SET_CONFIGURATION_PARAMETERS_REQ (0x00003612) and a ChannelInit, the startup process is delayed unnecessarily by internally sending the packet EIP_OBJECT_RESET_REQ to the stack.

            In case of power up and first configuration this should be prevented. This is mainly important for devices performing Quick Connect.
