ListIdentity response delay value does not depend on MAC address

            Description

            If the list identity service request is received as broadcast, the response shall be delayed by a random value. To make this delay value different from device to device, the random module shall be seeded using the device's MAC address.
            Currently the delay value is always the same indendent on the device's MAC address.
