Sending of IO frames is delayed after successful connection establishement (QuickConnect only)

This issue only shows up in case the device uses QuickConnect and the startup time (ready to connection time) is below 250msec.
In that case the starting point of sending IO frames to the connnection originator is delayed by tens of milliseconds after sending the forward open response (success).
The expected delay would be the used RPI value.
