[DLR] Device reports wrong neighbor status information (certification issue)

The following manual DLR conformance test cases fail (see attached sample test report):

• 4.4.2.1 - Cable C - Disconnect - Verify DUT Neighbor_Status and Neighbor_Check_Request Frames
• 4.4.2.3 Test Procedure - Cable D - Disconnect - Verify DUT Neighbor_Status and Neighbor_Check_Request Frames

In case the device as a link on both of its Ethernet ports, the device will alway report both nieghbors to be active, even if there is only one neighbor present.
