GetAttributesAll service to the DLR object has wrong response format

Since the stack does support revision 3 of the DLR object, it must use another format for the GetAttributesAll response. (See Vol2 Edition 1.17 5-6.5 "Get_Attributes_All Response").
Instead of using the format that is illustrated in Table 5-6.10, it should use the format the is givven in Table 5-6.11.

The Get_Attributes_All response (see Table 5-6.11) shall contain the instance attributes 1 through 8 and 10 through 16, up to the last implemented attribute. Any unimplemented attributes in the response shall use the default value specified.
