Forward Open to Connection Manager Object instance returns wrong error code

            Description

            If a Forward Open is sent to the connection manager instance, the service needs to be rejected with error code EIP_GSR_BAD_SERVICE (0x08).
            If a Forward Open is forwarded to the host application, the error code from the host application is used.
