Forward Open Indication is sent to application in bus off state

The Forward Open Request from the network is indicated to the application, even if the protocol stack is in bus off state (communication state = STOP).

Since IO connections are also not accepted in bus off state, the forward open shall be rejected by the protocol stack immediately.
