GetAttribtueAll response for DLR instance 1 holds invalid value

Attribute 11 (Supervisor precedence) is an attribute that must no be suppoted by DLR devices that are not providing DLR supervisor capabilities. This is handled properly by the stack.

However, per definition attribute 11 must be present in the GetAttributeAll response and must be set to value 0 (CIP Volume 2 Edtion 1.23 Table 5-6.12). Instead of setting value 0 the stack sets the currently active supervisor precedence.
