[LLDP] Management address is 0.0.0.0 when device has no IP assigned, but device should report the MAC address

LLDP is a layer 2 protocol and is working without an IP configuration.
In that specific case, the stack reports an IP address of 0.0.0.0 in the LDDP Management Addresses TLV. According to the LLDP specification, it has to report its Chassis MAC address as the management address instead.

This misbehavior is reported as a warning during an official ODVA Conformance Test and will not lead to a FAIL.
