PTP-Handle is not retrieved properly. Timesync-Registration in V3 Firmwares broken

There is an instance ID test for the vendor specific service to retrieve the PTP handle from the TimeSync object and it fails on a regular basis.

This was introduced recently and has not been released. Only V3 firmwares are affected. It is the aftermath of tickets PSPTP-74 and PSEIP-86
