Document in API manual that database changes may be shadowed by remanent data

      Description

      IP address changes in the database (Sycon and Communication Studio) do not become effective after downloading the database, but are overwritten with remanent data always (if remanent data is available).
      Therefore, if the IP address setting in the data base do not match the setting stored in the remanent data, the IP settings of the downloaded data base will not become effective.

      The API manual shall be extended by the explicit case, that, e.g., IP config changes in the database may not become effective if the device has a runtime configuration (remanent data). It shall be illustrated how to get rid of that runtime config (CIP reset type1 from network, HIL_DELETE_CONFIG_REQ through mailbox).
