wrong bus state when stack is unconfigured

An bus on request over HIL_START_STOP_COMM_REQ triggers a communication state indication with the bus state being set to true, which sets the BUS ON Flag in the DPM.

The BUS ON Flag is also set in case the protocol stack is in unconfigured state, which is not correct I guess. It would be better to explicitly deny this request with an error code, e.g. ERR_HIL_NOT_CONFIGURED.
