[Scanner] Connection Configuration Object (0xF3) - Change_complete service has incorrect behaviour when using ChangeType = 0

When the connection configuration editing session is ended with the Change_Complete service  (Service Code 0x51) and Change-Type set to 0 ("Full"), the scanner does not stop all connections as expected when using this chage-type.

Instead, it stops and reinitialize only the connection for which the parameters have been changed during the editing session.
