[DOC] activation of Time Sync object only allowed using extended packet set

The description of the Time Sync object should clarify that activation of this object is only supported in extended packet set configuration. The object shall be activated in the configuration phase before the EIP_APS_CONFIG_DONE_REQ packet. Activation during runtime is not intended and leads to undefined behavior.
