IO frame is sometimes sent before FwOpen response

            Description

            During class 0/1 connection establishment, the first IO frame is sometimes seen on the network before the Forward Open Response, with a time difference of both frames in sub-millisecond range.

            It is expected to see the first IO frame after the Forward Open Response.
