            Description

            According to CIP Volume 1, Edition 3.33, section 3-5.5.2.2.1 "Null Forward_Open, Not Matching":

            In case the NULL FwOpen is used to configure a device's application, a data segment must be present. Currently, the stack accepts a FwOpen requests that do not have such a data segment attached.
