Device replies to ARP probe requests, before ACD IP probing is finished

            Description

            Observed bahavior:
            Adapter is configured to obtain the IP using DHCP. ACD is enabled.
            After changing the phy configuration in the Ethernet_link instance attribute 6, the stack closes the sockets, and after a while the stack sends the DHCP discovery to obtain an IP address.
            Next, a who has request will be replied before any ARP probes and announcement.

            The ARPs replied in the ACD's active phase, which is not allowed.
