Configuration instance in connection path is not ignored when no data segment or a data segment of length 0 is available

      Description

      Configuration assembly instance in the connection path of the ForwardOpen request shall be ignored when

      • no data segment is available
        Note: this is according to CIP Volume 1 (Edition 3.32) 3-5.5.1.10 "Connection Path" Table 3-5.14  the configuration path (first application path in the connection path) must be ignored, if no data segment is available.
      • a data segment is available, but has a length of 0
        Note: the Table 3-5.14 does not state this clearly.
        However, providing no configuration data with the data segment just means nothing shall be configured.
        Therefore, the configuration instance provided in the connection path does not matter.
