Identity object doesn't check instance ID for a Reset Request

            Description

            A reset request to the Identity object will be successful for all instances even if the instance does not exist, which is incorrect.

            Correct behavior:

            • Calling the reset service for instances 0 and 1 is to invoke the reset service for the entire device. 
            • Existing instances other than 0 and 1, have vendor specific behavior (We don't support this)
            • Reject the request to non-existing instances
