Pre-consumption timeout shall additionally depend on RPI

      Description

      Currently the pre-consumption timeout is implemented with a fixed value of 10 seconds. According to CIP Vol1 3-4.5.2, the pre-consumption timeout shall have a value of either:

      • 10 seconds or
      • expected packet rate multiplied by the connection timeout multiplier

      depending on which value is numerically greater.

      This also makes the implementation more robust against not seeing the first I/O frame, which in combination with a RPI >= 10 seconds can lead to the consumption timeout today.
