[SCANNER] InputOnly/ListenOnly connections do not send I/O frames in O2T direction when configured over database

            Description

            A ListenOnly/InputOnly connection, which both have heartbeat RT-format in O2T direction, when configured from the database, are not functional.

            The scanner device never sends I/O frame in O2T direction for such connections.
            Presumably, when such connections are configured over the DPM packet interface, they work fine.
