[SCANNER] Connections do not reopen after BusOff/BusOn

After BusOff/BusOn, the cyclic connections are not reestablished, unless one calls the Open_Connection service of the corresponding CC object instances manually.

This is probably not what we want.
All open connections should automatically be established when the BusOn bit is cleared and set again.
