[SCANNER] Implement master status block

The scanner V3 shall implement the following fields inside the DPM Master Status Block:

• ulSlaveState (common slave state)
• ulNumOfConfigSlaves (number of configured slaves)
• ulNumOfActiveSlaves (number of active slaves, i.e. connection running)
• ulNumOfDiagSlaves (number of slaves reporting diagnostic issues)

The slave state shall be "undefined" during initialization and reset. In bus on mode, the slave state shall be "failed" in case a connection is missing or one slave reports diagnostic information. In case all configured connections are running, slave state shall be "ok".
