Hilscher RemoveMember service returns a failure status code always

Although the CIPHIL_CMD_AS_REMOVE_MEMBER service succeeds, the return code in the response indicates an error status (status != 0).

This behavior affects the C function interface level only (e.g. by the AP task/GCI).
The packet API is not affected.
