Forward Close responses with an error status are sent with success reply message format

Affects all cases, i.e. Fwopen forwarding enabled or not, whenever a ForwardClose response is sent with a status code different from CIP_GSR_SUCCESS, the error response format must be used as described in Table 3-5.23 "Unsuccessful Forward_Close Response" of Vol1_3.26_wd2.pdf. Instead, we return a success response message format which apparently was never recognized in the wireshark traces, since theres only a minor diffference between the two formats.
