Add Scanner API manual

Describe only the deviations from the Adapter (the "Scanner Delta").
Mostly, CC object facility, packet API, configuration methods, sequence and general business logic.

We describe the current state of the implementation and have a lot of TODOs in the document, which makes the document sort of "agile" for now, but also allows to clarify the remaining stuff and make code, tests and documentation more consistent.
