Avoid spurious timeouts by doubly starting host order timeouts in race condition

Due to a race condition in rcX-based firmwares, packets send to the host which are subject to a "host order timeout" may still time out, even if the host has responded within the timeout interval.

Due to a race condition, stopped timers may be restarted.
