Add missing parameter check for valid range of abAdminState of EIP_OBJECT_SET_CONFIGURATION_PARAMETERS_REQ

Valid range is [1..2] for both memebrs of the array which is not properly checked by the packet handler
THis can cause endefined behavior during stack configuration with no further error feedback
