[DLR] DLR frames include 4 unexpected extra bytes of zero

      Description

      SignOn, Link-Status / Neighbor-Status, Neighbor-Check-Request, Neighbor-Check-Response frmae include 5 extra bytes of zero. Those extra bytes are unexpected.

      The frames are defined to be 64 bytes long. The stack currently sends frames of length 68.

      Note: Will be resolved by updating the 2-Port-Switch --> PSEIP-299
