Incorrect handling of ListIdentityReq

      Description

      I have experienced two propblems:

      1. When a scanner sends a broadcast  List_Identity request, all the devices on the network have to send a response delayed between 0 and the MaxResponseDelay (request parameters)

      But for a unicast List identity request the target device doesn't need to wait and could response immediately independent of MaxResponseDelay. Which is not the behavior when the request is received over UDP.

      2. When the value of MaxResponseDelay is very small (for example 5mS) the EIS device responses after a very long time (for example 50 seconds)
