Set netIf initial (zero) address and set netif up

            Description

            In order for the netident and the taglist feature HIL_TAG_LWIP_PORTS_FOR_IP_ZERO to work properly, we have to configure an initial zero-IP address into the lwIP and set the network interface up.

            This has to be done after the DDP has been set active and the DrvEth-subsystem has been started.
