Attribute 9 "Configuration Consistency Value" in Identity object is always 0

We need to discuss how to handle this attribute.

Either we do not support this attribute or we need to handle it as specified. This would probably mean that the application has to handle it.
We have not had issues with attribute during conformance testing.

However, I suggest to not support this attribute by default. The application can still activate it and handle the content by itself.
