[TimeSync] PTP stays disabled after power cycle although TimeSync attribute 1 is set to "Enabled"

            Description

            PTP stays disabled after power cycle allthough TimeSync attribute 1 is set to "Enabled".

            After a power cycle or CIP reset, the Time Sync object may report that PTP is enabled, when the PTP subsystem is actually in in disabled state and does not send or answer any PTP frames.
