[DOC] Config assembly is incorrectly excluded from valid EIP_AS_OPTION_FIXED_SIZE assemblies

The description of the EIP_AS_OPTION_FIXED_SIZE flag in the ulFlags parameter of the EIP_OBJECT_AS_PACKET_REGISTER_REQ incorrectly states that a Config Assembly instance cannot have a fixed size. This statement should be removed from the documentation.
