Description
The Ethernet ports shall be enabled/activated not before the stack configuration is available from the host.
The Ethernet ports shall not establish a link as long as the host did not provide the configuration.
This shall avoid the situation where the PHYs get a link before the application actually configured the stack. In that case the PHYs would get an initial link and lose/get the link again when the application configures the stack. This can be a bad behavior in DLR ring topologies, since the ring state would go to "Normal" and back to "FAULT" as soon as the host application configures the stack.
